Even though he plays within the system at a Division III college, Cecil can get the job done. He finds every opening and gets up the field—not to mention he can find the end zone anytime.
9. Austin Pettis (Boise State) 63 rec, 855 yards (13.6 ypc), 14 TD's.
With Kellen Moore back at QB, Pettis is due for another great season. The defense isn't the best in the WAC, but big games against Virginia Tech and Oregon State could move him up.
